Offshore Safety

Relevant Maritime Legislation

The law requires that mineral resources be extracted in a safe and socially responsible manner. The Mining Act has been in force since 2003. The maritime sector also works in accordance with a set of industry rules and regulations from the Dutch Oil and Gas Exploration and Production Association (NOGEPA), which serves the interests of the Dutch-based oil and gas exploration and production associations.

Your Responsibility
As an employer, you are responsible for a safe and healthy work environment. Therefore, you must assess the work risks, formulate and implement administrative regulations and ensure that they are adhered to. You must also evaluate the current policies in use, as well as prepare and give instructions on the risks found and their respective prevention policies.
The National Mines Inspectorate (NMI) performs inspections on behalf of the government and can levy fines. Additionally, a good safety, health and welfare policy pays for itself in terms of less neglect for illness, more efficient work productivity, and a reduced risk of damage to your company’s reputation.

In Practice: Vigorous Policing Is Necessary
Since workers on ships, drilling/production rigs and other offshore operations engage in hazardous work activities in limited spaces, (fire) safety is an important concern. This is even more so the case considering you will be unable to call upon regular emergency services (e.g. fire department, ambulances, police) when something goes wrong. That is why an extremely robust policy is necessary with respect to prevention, preparation, and suppression.
